Every state falls into one of four bands based on total score.

Grades: A (80-100), B (65-79), C (50-64), D (35-49), F (below 35). Grade bands are calibrated to policy posture rather than an academic curve: an F is reserved for near-total absence, not simply a low relative score.
Scoring is Apex's independent assessment, grounded in verifiable public information: statutes, state fiscal analyses, regulator records, court filings, and credible reporting. Where evidence for a pillar was thin, we scored conservatively and flagged the gap rather than guessing high.
Fifty States of Speed is an annual index, but scores are not static between editions: when a state enacts, amends, or kills relevant legislation, or when new source material changes the picture, Apex publishes a dated update rather than silently editing the score.
